Draw the boundary
Define battery limits, utilities, tie-ins and interfaces with existing or adjacent facilities. Identify the information each party needs from the others.
Allocate responsibility
Map engineering, supply, fabrication, site work, testing and commissioning. Record performance and documentation obligations as well as physical scope.
Compare like with like
Normalise inclusions and exclusions before comparing supplier or partner prices. Highlight different assumptions and the work still requiring an accountable owner.
Transfer the agreement
Carry agreed scope splits and open issues into the bid handover. An interface register should remain usable by the delivery team.
